City council mulls hen “Dream Act”: Hens brought into Jacksonville as chicks are seeking redress regarding their ambiguous legal status. A bill allowing them to establish permanent residence in people’s backyards is making its way toward a city council vote. These hens want to come out from the shadows. The measure faces a challenge from several council members who oppose a path to residency and who are seeking to make it felony within city limits to be a chicken. The hens must run a gauntlet of city council committees to see their legislation pass. After scrutinizing the calendar, one exasperated chicken said: “That’s a hell of a lot of dates for someone with a bird brain to remember. Why can’t they JFDI?”
